Fix broken schedule maintenance automation on REST API
Some scheduled maintenance notices created through the REST API were not correctly queued to automatically go underway and complete at their designated start and end times.
We have now fixed this bug, so any further notices created through the API should work as expected.
We have also added tests to help prevent this from happening again.
