Fixes and improvements to the root history URL
The root history path on a status page /history now redirects to the most recent month with notices in it i.e. /history/2024/september.
This also works when you are filtering by notice type i.e. /history?filter=[notice_type_eq]=general redirects to /history/2024/august?filter=[notice_type_eq]=general.
Before this change was made it was possible to accidentally end up on an empty history page with no notices.
