Fixed a validation error when posting long notices
Publishing notices with content of more than 5,000 characters was failing when it should have allowed up to 8,000. This was further complicated by the form failing silently rather than giving a useful error message.
We have patched this to ensure that the correct limit of 8.000 characters is applied and that a useful validation message is displayed if you attempt to post a longer message.
